Muhtemelen *line ler calısmıyor.. Ve unrealircd.conf un icinde #except ban Eklemıssınızdır. AynısıBenım de basıma gelmıştı ..

Sorunu söyle giderebilirsiniz.

unrealircd.conf ıcındekı except ban Satırını siliniz

ve pico -w allow.conf adında Bır dosya acınız

Sonra Unreal3.2 ana dızınınde
pico unrealircd.conf Yazıp

crtl+w include **
yapıp include dizinin altına

include "allow.conf";

seklınde kaydedip Unreale rehash cekmeniz yeterlı olacaktir...
